I know you said you changed the filter. That would most likely be the one on the side of the engine. There is another one on the pickup for the fuel pump. You would have to go in the tank to see. Here is a thread on my surging issues. It was as I mentioned the fuel pump slipped off the fuel line in the gas tank.
